These Regulations provide for the establishment of a Maritime Security Committee, provide for the carrying into effect of provisions of the SOLAS convention and define the duties of the Committee and port authorities in respect of security of navigation. It also requires ships to comply with security obligations. Notwithstanding Article 3 of the Convention, these Regulations shall apply to fishing vessels 12 metres in length and above fishing in the EEZ of Tonga and in international waters.
