This Act makes provision for the promotion and control of the sisal industry and for these purposes establishes the Sisal Board and grants regulation-making powers to the Minister of Agriculture.
The Sisal Board, established as a body corporate, shall be composed of Government officers and representatives of the sisal growers. The Board shall promote the advancement and welfare of the sisal industry, advise the Minister, approve standard sisal sale and purchase contracts, control exports of sisal and sisal fibre and carry out other functions prescribed by this Act. The Act further provides for the licensing of premises for the processing of sisal leaf or sisal fibre, the registration of plantation growers and smallholder growers of sisal plants, inspection and powers of the Minister to impose a cess and to regulate matters as specified in this Act.
