These Rules, made under section 18 of the Sugar Act, 2001, impose a levy at a specified rate on the sugar cane that is delivered to a miller and provide that levy shall be levied on the grower, out grower or out grower institution by the miller as an agent of the Kenya Coffee Board and shall be remitted to the Board by the miller not later than the tenth day of the month following the month during which the levy was collected.
