These Regulations provide for the control of use of underground injection systems in disposal of waste and relative well drilling and operation. They require permits for the use of underground injection systems and require owners and operators of specified wells to notify authorities on the existence of such wells for purposes of inventory based on underground injection control programmes.
The Guam Safe Drinking Water Act authorizes and directs the Guam Environmental Protection Agency to promulgate these Regulations and establish an underground injection control programme. The purpose of this programme is to prevent contamination and deterioration of Guam's groundwater resources by regulating underground injection wells, which may endanger the quality of present and future sources of drinking water. The Regulations apply only to a specified class of injection wells.
