This Presidential Decree approves the Annual National Development Plan 2026 (PADN 2026) and operationalizes Angola’s National Development Plan 2023–2027 by translating its strategic priorities into a coherent set of annual actions aligned with the 2026 State Budget. Its core objective is to ensure full alignment between Public Investment Projects (PIP) and Development Support Expenditures (DAD) and the 50 action programs of the PDN, focusing on the achievement of clearly defined objectives and targets for 2026. The Plan is designed as a results-oriented instrument that coordinates sectoral and territorial interventions across the entire country, strengthening planning coherence, execution capacity, and accountability within the National Planning System. PADN 2026 prioritizes human capital development and food and nutrition security as central pillars of government action, while also advancing economic diversification, infrastructure modernization, social inclusion, and environmental sustainability. The Plan seeks to improve access to quality education and health services, expand employment and skills development, reduce poverty and social inequalities (including gender disparities), and strengthen institutional governance and public administration. At the same time, it promotes sustainable production in agriculture, fisheries, industry, and energy, reduces dependence on imports, enhances national connectivity and infrastructure, and reinforces national security and Angola’s international role, with a strong emphasis on measurable results, monitoring, and evaluation.
