This Decree establishes the General Plan for Flood Protection of the Republic of Serbia. The measures that must be taken preventively and during periods of high water (external and internal) and ice accumulation on watercourses, the method of institutional organization of flood protection, the duties, responsibilities and powers of flood protection managers, institutions and other persons responsible for flood protection, the method of observation and recording of data, the content and method of delivery of hydrological and meteorological data and forecasts, notifications and other data are all determined by this general national plan. A floodplain can be protected (with a built flood protection system) and unprotected (without a built flood protection system).
