This Law here regulates the basic implementing principles of inspection supervision, the manner and procedure for conducting inspection supervision, the obligations and powers of inspectors and other issues of importance for conducting inspection supervision on the territory f Montenegro. Inspection supervision shall be carried out by state administration bodies, or administrative bodies competent for certain administrative areas, determined by the regulation regulating the organization and manner of work of state administration, through competent inspections, or inspectors or authorized persons referred to in article 5 of this Law. Inspection supervision in certain areas may also be carried out by legal entities exercising public powers, in accordance with this and special laws. The provisions of this Law shall apply to all administrative areas, unless otherwise prescribed by a special law. The provisions of this Law shall also apply to local administration bodies when, in accordance with the law and other regulations, they carry out inspection supervision. Penalty measures are prescribed in Chapter XII.
