Article 1 of the above-mentioned Ordinance establishes that the Central Commission for Biological Safety shall review and evaluate safety issues under the provisions of the Genetic Technology Act, give recommendations and advise the federal government and the Länder (states) in security-related issues concerning genetic engineering.
