The Open-ended Working Group

Recalling that, pursuant to decision BC-17/23, the Parties and observers were invited to submit to the Secretariat, by 15 November 2025, comments on the provisional guidance on the implementation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 and of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal with respect to the transboundary movement of ships intended for recycling, approved by the Marine Environment Protection Committee of the International Maritime Organization at its eighty-second session, and any other additional comments from the perspective of the Basel Convention on the implementation of the Hong Kong and Basel conventions with respect to the transboundary movement of ships intended for recycling,
