المنظمة غير الحكومية هي أي مجموعة غير ربحية طوعية من المواطنين تُنظَّم على المستوى المحلي أو الوطني أو الدولي. وتكون هذه المنظمات موجهة نحو مهام محددة ويقودها أشخاص ذوي مصلحة مشتركة وتؤدي مجموعة متنوعة من الخدمات والمهام الإنسانية وتعرض شواغل المواطنين على الحكومات وتناصر وترصد السياسات العامة وتشجع المشاركة السياسية من خلال تقديم المعلومات. وتركز بعض هذه المنظمات على مسائل محددة مثل حقوق الإنسان أو البيئة أو الصحة. وهي توفر التحليل والخبرة وتعمل كآليات للإنذار المبكر وتساعد في رصد الاتفاقات الدولية وتنفيذها. وتختلف في علاقتها مع مكاتب ووكالات منظومة الأمم المتحدة حسب أهداف كل منها ومكان عملها وولاية المؤسسة المعينة.
