The present Act establishes national rules that complement the EU Regulation 2023/1804 on alternative fuels infrastructure, aiming to support the expansion and standardization of charging and refuelling infrastructure for alternative fuels such as electricity and hydrogen. It empowers the government and designated authorities to require transparent price information at charging and refuelling stations and clarifies that such information is essential under marketing law. The Act assigns supervisory responsibilities to national authorities and municipalities — particularly regarding technical standards for hydrogen stations — and allows cooperation with accredited bodies for inspections. It also provides mechanisms for enforcement (including orders and fines), permits the charging of supervisory fees, and sets out limited rights of appeal.
