This Act lays down: (1) the competence of the authorities to protect plants against the pests specified in Regulation (EU) 2016/2031 of the European Parliament and of the Council on protective measures against pests of plants and in Regulation (EU) 2017/625 of the European Parliament and of the Council on official controls and other official activities performed to ensure the application of food and feed law, rules on animal health and welfare, plant health and plant protection products; (2) measures for plant protection against pests, including: (a) the principles of establishing production sites and specific pest-free areas; (b) issuing phytosanitary export certificates and phytosanitary re-export certificates for the export of plants, plant products or other objects to third countries.
The present Act is composed of the following Sections: General provisions (Sec. 1); Prevention and control of pests (Sec. 2); Establishing protected zones as well as production sites and areas free from specific pests (Sec. 3); Official register of professional operators and issue of plant passports and other official attestations (Sec. 4); Import of plants, plant products or other items (Sec. 5); Study of pests (Sec. 6); Quarantine stations and confinement facilities (Sec. 7); Export of plants, plant products or other items (Sec. 8); Fees (Sec. 9); Administrative fines (Sec. 10); Penal provisions (Sec. 11); Changes in valid provisions (Sec. 12); Episodic, transitional, adapting and final provisions (Sec. 13).
