This Decree determines the purpose and type of support to the wine sector for consulting and education and for promotional and fair activities in the target markets, beneficiaries, conditions for granting support, financial provisions, eligible costs, a more detailed procedure for the allocation of funds, control system and administrative sanctions for the implementation of Commission Regulation (EU) 2023/2831 of 13 December 2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid. Support is granted for the following activities: participation in specialized fairs; promotional activities in the markets of Germany, Italy, France, Austria, Poland, Belgium, the Netherlands, the Czech Republic and Croatia; consulting for the introduction of wine to a new market, i.e. consulting in oenology; education regarding wine production technology, wine quality improvement and wine marketing. The applicant for support is: a grower registered in the register of grape and wine growers who produces at least 20,000 liters of wine annually; a producer registered in the register who produces wine from organically grown grapes and produces at least 10,000 liters per year; a producer entered in the register, who produces premium wine with protected geographical origin and produces at least 10,000 liters per year; a business company in accordance with the law governing commercial companies, or a cooperative in accordance with the law governing cooperatives, entered in the register as a producer who produces and bottles wine; a business company in accordance with the law governing business companies, which is not entered in the register as a grower, if it had on January 1 of the year preceding the year in which the claim is submitted and on the date of submission of the claim referred to in Article 10 of this text between partners who have business shares in it, at least four commercial companies or cooperatives or individuals entered in the register as growers who produce and bottle wine.
