This Law sets out the rules for the generation, transmission, distribution, supply, and trade of electricity, natural gas, heat, and other forms of energy within the Republic of North Macedonia. It defines the organizational structure of the energy sector, specifying the roles and responsibilities of energy producers, transmission and distribution system operators, suppliers, and market participants. The Law establishes licensing procedures for all energy activities, sets operational and technical requirements, and prescribes conditions for market entry and ongoing compliance.
It further regulates the functioning of energy markets, including the rights and obligations of participants, procedures for access to networks, and mechanisms to ensure transparency, nondiscriminatory treatment, and efficiency in trading. Particular attention is given to the development of renewable energy sources, including hydropower, solar, and wind, along with measures to support energy efficiency and high-efficiency cogeneration. The Law provides frameworks for planning energy infrastructure, securing reliable supply, and integrating diverse energy sources into the national system while maintaining operational stability.
The Law assigns authority to regulatory bodies to supervise the sector, set tariffs and fees for regulated activities, and monitor compliance with market and technical rules. It defines inspection and enforcement mechanisms, including the identification of offences, the imposition of penalties, and corrective actions for non-compliance by both legal entities and individuals. Consumer protection is addressed through provisions ensuring access to energy, transparent billing, dispute resolution, and special protections for vulnerable customers.
Environmental considerations are integrated into the Law’s framework, requiring that energy activities comply with applicable environmental standards, permits, and assessments. The Law also emphasizes energy planning, operational efficiency, and the responsible use of natural resources.
