Event description

The Fourth Meeting of Signatories (MOS4) to the Memorandum of Understanding on the Conservation of Migratory Birds of Prey in Africa and Eurasia (Raptors MOU) will be held from 30 November to 2 December 2026 in Victoria Falls, Zimbabwe.

MOS4 will bring together 66 Signatories and five Cooperating Partners of the Raptors MOU, to review progress on the conservation of birds of prey across the MOU’s range states and define future priorities.

Signatories will review the MOU and its Annexes, including the Action Plan (as amended in 2023) and acknowledge the designation  by CMS Parties of  Internationally Important Raptors Areas (IIRAs) (Resolution 15.10) including the sites  listed in Table 3 of the Action Plan.

MOS4 will also provides an opportunity for relevant inter-governmental organizations, interested non-signatory Range States, and non-governmental and private sector organizations to participate as observers in order to promote cooperation for the conservation of African-Eurasian migratory birds of prey and their habitats. The meeting will further serve as a platform to share conservation initiatives and lessons learnt.

Participant Registration

Online registration is now open. The registration deadline is 30 September 2026 for supported delegates and delegates requiring a visa. The registration deadline for non-supported participants is 20 October 2026.

Support for Participation

Limited funds are available to support one representatives per eligible country (UNEP/CMS/Resolution 13.2, paragraph 9). Priority for funding will be given to Signatories that have submitted National reports via the online form , on a first come, first served basis. Eligible participants are encouraged to register early to allow sufficient time for travel and visa arrangements.

Credentials

Heads of Delegations, Alternate Representative, and other delegation members must duly authorized to represent their respective Signatories and to vote at the Meeting. This authorization must be issued by, or on behalf of, the competent authority. A template letter of credentials is available here.

A scanned copy of the letter of credentials should be submitted to cmsoffice.ae [at] un.org (cmsoffice[dot]ae[at]un[dot]org), with copy to alexandra.caron-strehlow [at] un.org (alexandra[dot]caron-strehlow[at]un[dot]org) by 30 October 2026. The original letter of credentials must be presented at the registration desk upon arrival at the Meeting venue.

Meeting documents will be published in English and French on this webpage as they become available, and no later than 30 days before the start of the Meeting.

Code of Conduct

All participants are expected to act with integrity and respect towards all other persons attending or involved with the Meeting. Discrimination, harassment (including sexual harassment) abuse of authority, and sexual exploitation will not be tolerated. Participants are encouraged to review the Code of Conduct for Events Organized under CMS, which will apply to the Meeting.

Application for Side-Events

Signatories, Cooperating Partners, and others are encouraged to actively contribute to the success of the Meeting by presenting their work or issues of interest by hosting a side-event or an exhibit. To apply, a form must be completed and submitted to cmsoffice.ae [at] un.org (cmsoffice[dot]ae[at]un[dot]org) by 15 September 2026.
