This Penal Code applies to the punishment of offences provided for in the Special Part of this Code and in other Acts. The Code concerns the following measures: types of offences; elements of offences; liability; exclusion of illegality; principle of fault; types and amounts of punishment; application of penalties; substitution of of monetary punishment, fine and property punishment; exemption from punishment. Special Part concerns the following matters: crimes against humanity and international security, including: environmental damage as a method of warfare; crimes against the person; offences against life and health; crimes against political and civil rights; crimes against public health; offences relating to the risk of spreading infectious diseases and animal diseases; offences relating to medicines; crimes against property; unauthorised or illegal use of electricity, natural gas and thermal energy; crimes against intellectual property; offences against public order, including: cruel treatment of animals; violation of land use requirements and procedure for maintaining land cadastre; taking, giving and accepting bribe; environmental crimes including: creating a fire hazard in nature, activities endangering vegetation, damage and destruction of trees, illegal felling of trees and shrubs, landscape damage, damage to wild fauna, violation requirements for the transport, storage and processing of natural products, causing environmental pollution, violations of requirements for handling hazardous chemicals and waste, causing flooding, swamping and unacceptable reduction in water quantity, offences involving ionising radiation.
