已在第POPRC-4/5号决定中认定，硫丹满足《关于持久性有机污染物的斯德哥尔摩公约》附件D 规定的标准，

已评价了委员会第五次会议上通过的硫丹风险简介，

依照《公约》第8条第7(a)款，并考虑到缺乏充分的科学确定性不应妨碍继续对提案进行审议，已在第POPRC-5/5号决定中认定，硫丹很可能因其远距离环境迁移而对人类健康和环境造成重大不利影响，以致需要对之采取全球行动；
