This Act regulates forestry by establishing rules for the management, use, protection, and supervision of forest land and the biological components associated with it. It defines the scope of application, key concepts related to forest and forest land, and the responsibilities of public authorities and forest owners. The Act applies to both state‑owned and privately owned forests and sets conditions under which the provisions apply or do not apply.
This Act sets out the framework for directing forestry, including long‑term planning, maintenance of forest records, and the organisation of forest surveys. It provides for the collection, registration, and use of forest data, including inventories and statistical surveys, and regulates access to such data. Provisions address the licensing and certification of persons carrying out forest survey activities and the requirements applicable to these activities.
This Act governs forest management activities, including reforestation, silviculture, and different types of cutting. It establishes conditions, limits, and procedures for regeneration cutting, improvement cutting, selective cutting, and deforestation, as well as obligations related to forest regeneration after cutting or damage. It also regulates the protection of key habitats, the management of forests designated for specific protective purposes, and the submission and processing of forest notices.

It provides for supervision, enforcement measures, compensation for environmental damage, liability for violations, and applicable penalties. This Act regulates the directing of forestry, forest survey and management and compensating the damage caused to the environment within the meaning of this Act, and provides for liability for violation of this Act. The purpose of this Act is to ensure the protection and sustainable management of the forest as an ecosystem. This Act applies to forest land and the flora and fauna thereof.
