手工渔业是渔民家庭（而不是商业公司）从事的传统渔业，所用资本和能源相对较少，渔船（如果有的话）较小，在靠近海岸的地方进行短途捕鱼，主要供当地消费。在实践中，各国的定义不同，例如，有贫穷发展中国家的拾遗或用单人独木舟进行的捕捞，也有发达国家用20米以上的拖网渔船、围网渔船或长线拖网渔船进行的捕捞。手工渔业可以是自给性渔业，也可以是商业性渔业，供当地消费或出口。它们有时被称为小规模渔业。（来源：粮农组织）
