清洁发展机制是《京都议定书》（气专委，2007年）确定的一个灵活机制，对产生可在排放量交易计划中交易的经认证的减排单位的减排项目做出了详细的规定：按《京都议定书》第十二条的界定，清洁发展机制旨在实现两个目标：（1）协助非附件一所列缔约方实现可持续发展和促进公约的最终目标；和（2）协助附件一所列缔约方遵守有具体数量的排放限制和减排承诺。经缔约方大会/缔约方会议指定的经营实体核证后，在非附件一国家开展的限制或减少温室气体排放的清洁发展机制项目的核证排减量，可由附件B缔约方的投资者（政府或行业）累积。经过核证的项目活动产生的收益一部分用来支付行政费用，以及协助特别易受气候变化不利影响的发展中国家缔约方支付适应气候变化的费用（来源：《气候变化框架公约》，2001年）。
