يجمع الوديع المعلومات عن توقيع المشاركين وتصديقهم وقبولهم وموافقتهم وانضمامهم وانسحابهم. ويتعين عليه تقديم معلومات عن التاريخ الذي سيبدأ فيه نفاذ الاتفاقية وفقا لأحكامها، فضلا عن تقديم معلومات عن التعديلات وعن المرفقات والبروتوكولات الجديدة المعتمدة فيما يخص الاتفاقية.
