Definition(s)
批准即是一国表示同意接受条约约束的国际行为（如果各缔约方打算通过这种行为表示同意）。就双边条约而言，批准通常是通过交换必要的文书来完成的，但多边条约的通常程序是由保存人收取所有国家的批准书，并随时向所有缔约方通报情况。批准机构给与必要的时限，让各国在国内对条约进行必要的批准，并颁布必要的立法让条约在国内生效。（来源：1969年《维也纳条约法公约》第二条第一款（b）项，第十四条第一款和第十六条）。
