“保留”是一国在签署、批准、接受、赞同或加入条约时发表的单方面声明，不论其如何措辞或者命名，旨在去除或更改条约中某些条款在对该国适用时的法律效果。一般允许有保留，除非保留是条约禁止的，或不符合条约的目的和宗旨。（来源：1969年《维也纳条约法公约》，第二条第一款；第十九条）
