The common organization of the market in wine shall comprise rules governing wine-production potential, market mechanisms, producer organizations and sectoral organizations, oenological practices and processes, description, designation, presentation and protection, quality wine psr, and trade with third countries. Specific rules for planting of wines, planting and replanting rights are set in this Regulation.
In order to improve the management of production potential Member States shall create a national or regional reserve of planting rights. Under article 8 an abandonment premium of vine growing on a particular area is regulated. A system for the restructuring and conversion of vineyards is also hereby established. Aid shall be granted to producers for the private storage of table wine; grape must, concentrated grape must and rectified concentrated grape must. Distillation is also ruled under this Regulation.
In the Annexes are listed the definitions of wine products, rules for alcoholic strength, wine-growing zones, oenological practices and processes which may be authorized including their limits and conditions. In addition are set specific rules for growing areas, which produces wines with particular quality, and finally dispositions for the description, designation and protection of certain products and of sparkling wine.
