Résumé:

The Consultation Room and State Council Civil Service of the Colombian Council of State is asked by the Ministry of Environment if the Law 99 of 1993 repealed the paragraphs 2 and 4 of Decree 1974 of 1989, regarding the requirement of approval by the Government of administrative acts by which the Regional Autonomous Corporations create an Integrated Management District Natural Renewable Resources (DMI) and integrated management plan.

The Law 99 of 1993 created the Ministry of Environment among other relevant regulations regarding Environmental matters.

The Consultation room stated that the Law did not repeal the paragraphs 2 and 4 of the Decree, but transferred those competences regarding the requirement of approval, from the Government to the Ministry of Environment.
