This Decree establishes the Long-Term Program of measures for the implementation of the breeding program for the period from the year 2025 until the year 2029, which is part of this text. The Program defines all designated objectives of breeding work and measures for the implementation of the objectives of the breeding program: for large ruminants, in pig breeding, in small ruminants, in equidae, in poultry farming, in beekeeping, in aquaculture, as well as the financing of the implementation of the Program.
The Republic of Serbia, excluding the territory of autonomous provinces, has 1.7 million hectares of utilized agricultural land. In the structure of utilized agricultural land, the largest share is made up of arable land and gardens with 1.1 million hectares and meadows and pastures with 429 thousand hectares. In order to rationally utilize the aforementioned areas, it is necessary: 1) a greater share of livestock farming, measured by the number of conditional heads per unit of area, production of meat, milk, eggs, wool, honey and other livestock products per hectare; 2) in the field of livestock production, a greater concentration of the number of livestock per farmer, through the development of the farming type of production, through which the available land areas will be rationally utilized and crop production will be in function of the development of livestock farming; 3) increasing the productivity per head in the production of milk, meat, eggs, fish, honey, wool, as well as the quality of these products; 4) applying new methods and procedures in the preparation of food for domestic animals and reducing the consumption of food and the costs of feeding domestic animals per unit of product; 5) carrying out the regionalization of production in accordance with the structure of land areas, the method of land use and the needs of individual types of domestic animals for food for domestic animals, and in accordance with the principles of division within the European Union into plain, hilly, hilly and mountainous conditions for raising domestic animals, as well as conditions for raising in protected areas (nature parks).
