This Order delineates the regulatory framework for the establishment and management of the Register of Territorial Planning Documents (OBD). It aims to facilitate the registration, management, and dissemination of territorial planning data through a centralized information system, ensuring interoperability with other state registers and cadastres. The overarching policy goal is to support territorial planning processes with a legally compliant, secure, and accessible electronic registry. Key measures include the designation of the Ministry of Environment as the primary data controller and the Construction Sector Development Agency as the primary processor, with municipal administrations acting as data handlers. The system's core functions encompass automatic registration of territorial planning objects, publication of decisions and solutions, data management, monitoring, and control of electronic services, and interoperability with relevant information systems. Data providers span various state agencies, including the Lithuanian Geology Service, the State Enterprise Centre of Registers, and the Civil Servants' Register, among others. The document specifies detailed data structures, classification schemes, and procedural requirements for registration, correction, and de-registration of territorial planning objects, emphasizing transparency and compliance. Implementation mechanisms involve institutional responsibilities for data registration, verification, correction, and security, with timelines such as five working days for registration requests and three days for disregistration. The system's operation is financed through state and EU funds, with provisions for data updating, reorganization, or liquidation in accordance with applicable laws. Secondary themes include procedural safeguards, confidentiality obligations for personnel, and mechanisms for data rectification and dispute resolution, all aimed at ensuring the system's integrity, security, and legal compliance.
