The objectives of this Regulation are to: (I) implement the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (the ‘Con vention’); (II) promote shared responsibility and cooperative efforts in the international movement of hazardous chemicals in order to protect human health and the environment from potential harm; (III) contribute to the environmentally sound use of hazardous chemicals; (IV) facilitate the exchange of information concerning the characteristics of hazardous chemicals; and (V) provide for a decision-making process on the import and export of hazardous chemicals and disseminate decisions to Parties and other countries as appropriate. This Regulation shall apply to certain hazardous chemicals that are banned or severely restricted and listed in Annex-1, and certain hazardous chemicals that are subject to the prior informed consent procedure under the Convention and listed in Annex-2. This Regulation shall not apply to: radioactive materials and substances; wastes; chemical substances and mixtures used in the manufacture of chemical weapons; medicinal products for human or veterinary use; food and food additives; feedingstuffs for animals; narcotic drugs and psychotropic substances; and genetically modified organisms. This Regulation has been drafted in line with the Regulation (EU) No. 649/2012 of 4 July 2012 concerning the export and import of hazardous chemicals.
The provisions of this Regulation are governed by the Ministry of Environment, Urbanization and Climate Change.
