This Act, consisting of 66 sections and divided into eleven parts, provides for developing and promoting the sugar industry and for defining powers and duties of the Kenya Sugar Board. The Act concerns the following terms: agreements; by-products, as any substance, other than sugar, produced incidentally during the process of manufacturing sugar; cane management; Sugar Development Fund; grower; industry; industrial sugar; refined sugar; retailer; sugar beet; sugar catchment area; sugar crop. Matters covered by this Act include: establishment and functions of the Kenya Sugar Board, including: regulation, development and promotion of the sugar industry, facilitating equitable access to the benefits and resources of the industry by all interested parties, monitoring and regulating the sugar domestic market, facilitating the import and export of sugar products, advising the national and county governments on agricultural levies for purposes of planning, enhancing harmony and promotion of equity in the sugar industry, formulation of standard provisions governing the mutual rights and obligations of growers, millers and other interested parties, ensuring adequate public participation and consultation with growers in the decision making process affecting the sugar industry and its stakeholders.
