Prior Informed Consent and Advanced Informed Agreement procedures provide for the regulation of international exchange of resources or products that could have adverse effects on human health and the environment. Such exchange may not proceed without the informed agreement or consent of, or contrary to the decision of, the competent authority in the recipient country. (Source: InforMEA glossary)

States shall provide prior and timely notification and relevant information to potentially affected States on activities that may have a significant adverse transboundary environmental effect and shall consult with those States at an early stage and in good faith. (Rio Principle 19)
