The Act establishes special requirements for the handling of alcohol and defines alcohol as a food group consisting of spirit and alcoholic beverages. It regulates the production, processing, import, export, wholesale and retail sale of alcohol and sets requirements for alcohol permitted to be handled, including compliance with defined characteristics, entry in the state register of alcohol, and conformity with labelling and packaging requirements.
The Act provides rules on the entry of alcohol in the state register of alcohol, including application procedures, supporting documents and validity of entries. It establishes obligations for keeping records, use of accompanying documents, and submission of information on the circulation of alcohol. It also defines alcohol that may be handled to a restricted extent and alcohol that is prohibited from handling.
The Act establishes restrictions on the retail sale and consumption of alcoholic beverages, including rules relating to places, time and conditions of sale, and prohibitions concerning specific persons. It provides for state supervision by competent authorities and sets out liability and penalties for violations of the requirements laid down in the Act.
