These Regulations concern waste water discharge and standards for effluent water. Standards for treated effluent or waste before discharge into water are those established by the Authority in consultation with the lead agency under section 27 of the Environment Statute of 1995. Section 4 prohibits discharge without a permit issued by the Director of Water Resources. Persons specified in section 5 may apply for a waste permit in accordance with procedures established in sections 6 to 8. Section 9 lists the criteria for the evaluation of an application by the Director. An environment inspector designated under section 80 or an analyst designated under section 84 of the Environment Statute may at any reasonable time enter any premises and take samples (sect. 17). The Director shall keep a register of applications and works approved or waste discharge permit granted which (sect. 19). Any person may consult the register established under section 19 except for those parts other than for those for which an application not to disclose information to the public has been granted by the Director in accordance with comma 3 of section 20.
