The present Regulation establishes a legal framework for guarantees of origin for energy, complementing existing legislation. It designates the Swedish Energy Agency as the supervisory authority responsible for issuing, monitoring, and managing these guarantees. The regulation defines key energy categories (renewable, fossil, nuclear, and others) and specifies that guarantees can only be issued for net energy production above a minimum capacity of 50 kW. It also sets detailed rules for issuing guarantees, including conditions, validity (generally up to five years), and requirements for measurement and reporting of energy production.
The regulation further outlines the content of guarantees of origin, requiring detailed information about the energy source, production facility, capacity, and support schemes. It regulates accounts for trading guarantees, their cancellation (including automatic cancellation after 12 months if unused), and the fees associated with issuance, transfer, and account maintenance. The Swedish Energy Agency is empowered to issue additional technical rules and ensure compliance.
